摘要
Within the context of the Information Society and Knowledge, as well as the Knowledge Economy, one of the main components is the human capital. The Millennium Project of the United Nations emphasizes on "harnessing the potential strategic and innovative use of Information Technology and Communication (ICT) policies and programs enable the world to eradicate extreme poverty and empower marginalized populations [...] without this technology, do it by 2015 it is impossible". Thus the benefits of ICT are social as well as economic, their use can result in significant impacts on the content and quality education, especially in e-learning options, both distance education in urban and rural areas. This paper presents information on global level efforts that have been made in this area, and the results of a survey national coverage of public and private institutions. Importantly the importance of ICT to enhance educational offerings based on e-learning, what allowing greater penetration of educational offerings to the next level. Undoubtedly the e-learning is a reality and a trend that reaffirms and strengthened for greater inclusion in the different educational levels.
