New phase of Russian energy strategy development

A decision on development of new version of Russian energy strategy was accepted by Ministry of Fuel and Energy of Russia in 1998 and approved by Government of Russian Federation on 14.10.99. Fuel and energy complex is a most important part of Russian economy. But only a part. Analysis of the problems of its' development show, that their solution lies beyond complex's framework and requires significant adjustment of all governmental macro-economic policy. Especially at that are targeted our proposals, contained in Energy strategy and Basic conceptual conditions on improvement of tax, pricing and investment policy - not in fuel and energy complex, but in overall real sector of national economy.
