Economic and Mathematical Modeling of Financial Resource Management in Medical Organizations

摘要
This research article presents a comprehensive model for managing financial resources in medical organizations that operate within the system of compulsory health insurance (CHI) and per capita budget financing, and provide paid medical services. This approach allows the process of financial resource management to be modeled based on the volume of services provided by a medical institution within the CHI system and on a paid basis, as well as reflect changes in paid services rates, which increases the income of medical organizations, doctors, and non-medical personnel, and improves the quality of healthcare services. The author considered the mechanisms of the practical implementation of the developed model in the MS Excel software environment using the add-in program Solver, and the results of the stability simulation of the economic-mathematical model in the MathCAD environment. The author estimated the expected economic impact of introducing this comprehensive system of financial resource management in all medical organizations in Moscow, Russia, and some developed countries.
