摘要：

Constructing an innovative country is a significant strategy for our country's national development, which is also an inevitable choice to realize leaping development. Based on analyzing the current situation of the innovation ability in China, we think the ways to raise the capacity of independent innovation are mainly: To develop the education and perfect the education system; to cultivate and establish legal policy in favor of innovation; to strengthen the management and construction of innovative talent team; to enhance investment on scientific research; to promote the venture capital; to strengthen international cooperation in science and technology, etc.
