We develop the technique of using Cepheid period luminosity relations at maximum light to estimate distance. This is different to the standard technique which uses the correlation between period and mean light to estimate distance. We present the Cepheid distance to 5 galaxies observed by the Key Project using this method. Generally the distances we calculate agree with the KP results though in some cases our results differ by as much as 0.15 mags. In a crude application of the method, we compute the distance to 1365 whose recession velocity is known. This leads to an estimate of Ho of 73 +/- 17 km/sec/Mpc. The large error on this estimate is due to the large error on the recession velocity.
