摘要：

In recent years, in order to alleviate the energy shortage in rural life and improve living conditions of farmers, rural biogas policy has been given strong support from government. The evaluation on the implementation effect of the policy has become more and more important. Taking the degree of policy's realization as the main standard, following the basic principles of establishing the index system, the evaluation index system of effect of policy implementation on rural biogas has been constructed from the perspective of the realization of farmers' interests.
