In view of the passive simulation requirement of Radar Cross Section (RCS), the limitations of existing passive scattering components are expounded, and development status of the bistatic Luneberg lens reflector are introduced. Based on the analysis of the measured performance data of the domestic mainstream products, referring the former RCS calculation formula and the equivalence theorem for monostatic and bistatic RCS, a new empirical RCS formula of the bistatic Luneberg lens reflector is proposed under the assumption that its scattering characteristics satisfies the first class of Bessel's function, and the validity of this formula is also verified by a variety of test cases.
