In order to solve the technical problem of speed target value scheme comparison of high-speed railway, a comprehensive evaluation model based on hybrid multiple attribute decision-making is proposed. Firstly, a comprehensive evaluation index system, which includes five types of first-level indexes, such as adaptability. technical standards, operational effectiveness and so on, and their corresponding second-level indexes, is established. Then, the method of improved analytic hierarchy process-G1 is used to calculate the index weight. Through using the triangular fuzzy numbers to quantify the qualitative indexes and the principle of TOPSIS, the comprehensive superior degree of various railway station schemes is calculated to determine the best one. Finally, an example of the high-speed railway from Chengdu to Chongqing is used to illustrate its operation procedure. The results show that it basically solved the problem of qualitative and quantitative comprehensive evaluation, which proves that the comprehensive evaluation model has reference value when the high-speed railway speed target value scheme is chosen, and can provide a new way of thinking and means for the decision maker.
