摘要：

The reason for issue in the management of cross-border river Water Resources, which In the final analysis is distribution of benefits and costs in the management of the Water Resources. When the distribution of benefits and cost-sharing is not balanced, The various basins countries will adopt a different strategy starting from their own interests, then water resource management cooperation will not be able to carry out. We took Nu River -- sal Wenjiang for an example, and analyzed distribution of economic benefits and environmental cost allocation, then pointed out that the constraints of water resources management cooperation, finally built a cooperative game model.
