摘要：

There are so many papers about the governance of corruption. The paper is based on a new vision on the governance of corruption behavior. Generally speaking, the costs of corruption are including in direct cost, opportunity cost and punished cost. By enhancing the three costs respectively, it would make the threshold of the subject of corruption behavior more high and decrease the behavior of corruption in our society. It also would benefit the development of our country.
