The breathtaking pace of progress in information technology (IT) and the proliferation of international communication networks are the chief catalysts for ongoing structural change in international relations. In the following article, Gebhard Geiger examines the implications for the fundamental factors, new challenges, and opportunities of state activities in the security policy field. The author is a security and technology policy specialist at the Stifung Wissenschaft und Politik in Ebenhausen near Munich.
