摘要：

Integrated coastal zone management (ICZM) has been the focus of attention in coastal states during the last fifteen years. While many people modestly call it 'a comprehensive approach to solving coastal problems' others prefer the more presumptuous term 'science'. Frequently, colourful graphics are being used to explain the properties and virtues of IZCM and its role in society. Terms such as 'sustainable development' of the coast and 'stakeholders' have found their place in most reports on projects at and about the coast. Many publications concerning ICZM, however, fail to mention that the science of coastal and hydrological engineering is a fundamental core and indispensable tool within ICZM.
