摘要
Various disasters have occurred frequently in China in recent years and caused tremendous economic loss and serious casualties. Since the community is the primary scene for disasters, it is of strategic significance to enhance the community emergency management capabilities construction. It is an important way to build the community emergency management capability evaluation indicator system in order to improve the community emergency management capability. This thesis has analyzed the community emergency management mechanism; pointed out the operational mechanism includes six key steps, namely, prevention and emergency preparedness, monitoring & early warning, emergency notification, early treatment, assistant treatment, and recovery& reconstruction; classified the community disaster emergency management capability's evaluation indicators by applying the Analytic Hierarchical Process based on the community emergency management operational mechanism; composed the community emergency response capability evaluation's indicator system which includes six primary indicators, namely prevention and emergency preparedness, monitoring & early warning, emergency notification, preliminary treatment, assistant treatment, and recovery & reconstruction, and 25 secondary indicators based on the sufficient analysis on China's emergency management system construction achievements and the community situation; and carried out case analysis on the community prevention and emergency preparedness capability.
