Mass Emergencies, which seriously does harm to public safety, are essentially resistant way of interest demand. The outbreak of Mass Emergencies has a strong intrinsic correlation with the costs of interest demand. This paper focuses on how costs of interest demand influence citizens' decision-making of interest demand. Study finds that responsiveness of interest demands, public remedy costs, organization extent of interest demand and friction of interest demand are the significant endogenous variables about costs of interest demand, which determine the behavior of citizens' choices. Under circumstances of high costs, citizens choose to hide the desire of interest demand and try to find a low-cost way of interest demand. On account of citizens' bounded rationality and opportunism, citizens may seek illegal way of interest demand, including the way of Mass Emergencies. Based on empirical research in China, the paper finds that the conclusion is reliable. The article finally concludes that reducing costs of interest demand can efficiently decrease the probability of Mass Emergencies.
