摘要
This article aims to review the effects that the policy has on Ecuador's higher education entry system. The method used was a statistical and qualitative analysis of the research methodology: documentary, statistical and interview, to develop a discussion and recommendations on public policy and the fulfillment of the objectives from 2010 to 2017. The results show how these changes are manifested through university evaluations and their categorization, the planning of quality management processes in teaching and the relevance of academic offerings to ensure that the system of admission of applicants is meritocratic. Higher education policy has led to a paradoxical situation in this system, both nationally and within each higher education institution.
