摘要
The concept of sustainable development means all forms and methods of socioeconomic development not only in the short or medium term, but also long term, of which basis is primarily a balance between socio-economic systems and elements of natural capital. Currently, the concept of rural development is based on the concept of sustainable development and has some fundamental features, referring to sustainable rural development, rural multisectoral development and integrated rural development. Romanian Village Development is a topic of great interest, both theoretical and especially practical for various fields - social, economic, political etc. Once Romania joins the European Union, the countryside has undergone major changes and has seen a special dynamic, thanks to the many challenges imposed by some European standards which have created new prospects for development, but also brought new problems. Residents and authorities managed more or less efficiently these problems in rural areas, based on managerial competence, resistance to change residents and other external factors. The present paper relate the identification of the level of understanding of sustainable development concept and rural development in local authorities and was conducted in 2011 through a qualitative study, otherwise, the application of an interview guide in 22 communes in Timis county, located around Timisoara city. This qualitative study was part of my PhD thesis entitled "A Romanian perspective on reconstruction in the Countryside area of the Euroregion DKMT sustainable development", held in 2012. The answers were varied and very diverse, but if all these answers would gather into one, it would be close with the meaning of these concepts defined in the specialty literature. After analyzing the responses of the interview guide, we can state that the representatives local authority interviewed could not define the concepts of sustainable development and rural development, with the literature data. This is due to either lack of information, or low local interest in the subject, confusing sustainable development with rural development, or vice versa, or for other reasons. Educating people, helping them to acquire knowledge about the complex interplay between economic, social and environment in the local community by expanding knowledge on the links between human society and the environment and to identify technical and social solutions, will lead to a more detailed understanding of the concept of sustainable development and rural development, leading on medium-term to the development of rural areas and reconstruction of the Romanian village.
