摘要
The paper describes regulation of supply quality in the Victorian competitive markets. Generator, transmission network companies, the market operator, distribution companies and electricity users have to obey the regulations set up by the Office of the Regulator-General (ORG). The requirements relating to quality of supply are defined in the System and the Distribution Code. ORG has several instruments including large penalties to execute the regulations defined by the Codes. This creates a new legal situation. There are several avenues for customers' complaints on quality of supply. The competitive electricity markets are generally more customer-oriented. This balance of powers leads to better understanding of customer needs and results in higher supply quality.
