The index was created in 3 variants: X1, an index calculated on the basis of the european minimum for the reference period and the european target set; X2, an index computed on the basis of the national minimum values of the indicator for the reference period and the national target set; X3, index computed on the basis of the national minimum values of the indicator for the reference period and the european target set. The achieved results were compared to each other, it was recorded their development from 2010 to 2015. In 2015, Hungary and the Czech Republic were best placed to achieve the European objectives (X1). National targets (X2) were the fastest in the Czech Republic.
