摘要
Cognitive radio technology provides dynamic spectrum access and improves the spectrum utilization. This research breaks the absolute priority of the primary user, comprehensively considers the QoS of primary users and secondary users, and introduces the Primary-secondary User Selected-avoiding Access Control scheme in order to maximize the spectrum utilization. The simulation shows that PUSAC makes possible the primary users avoid the secondary users, improve the performance of the secondary users, and maximize the utility of the whole system.
