Current geopolitics presents complex societies, conditioned by the market economy that interconnects the different States. The technological and media dominance exercised by bigtechs, the economic and political power exercised worldwide by the holders of capital that migrates, without borders, around the world in search of better income, added to the crises arising from a post-pandemic context and the effects disastrous effects of the Anthropocene, characterize a diversity of problems that increasingly require multilateral solutions. In this context, human rights violations and the overlapping vulnerabilities of communities and groups appear as fundamental problems of social indignity. The relativization of the State's capacity to formulate its own public policies aimed at remedying social vulnerabilities is questioned, when the flows, interference and problems to be solved are complex and increasingly localized, which requires the improvement of the local relationship and global, especially from regional multilateral guidelines. A study is proposed on the aspects that involve the global and local relationship, starting from the hypothesis that it is a construction linked to the reflexes of neoliberal capitalism and institutionally naturalized. Therefore, an exploratory investigation will be carried out, via deductive and qualitative methodology.
