摘要
The most important role in the development of the national economy is played by telecommunication clusters. According to the research and practice, clusters successfully contribute to solving problems of commercializing innovations. The active involvement of state agencies in forming clusters and supporting their effective performance allows considering clusters as a type of public-private partnership, which is an institutional alliance between the state and business in order to implement particular projects. The authors have touched upon the issues of creating the telecommunication cluster in the form of a virtual enterprise, which implies the combination of cluster elements, including resources, knowledge, developments, in the virtual environment. The paper claims that joining enterprises into a virtual cluster will be effective for fulfilling the state order, because it can reduce transactional costs, ensure fulfillment of numerous state orders, ensure involvement in major projects and attract long-term financial resources. The authors see the trends of further research on creating the telecommunication cluster in the form of a virtual enterprise as an analysis of the virtual enterprise structure in order to make its performance more effective.
