摘要
The article describes the identification of critical facilities being a significant trend in researching critical infrastructures, particularly in the energy sector. Cyber threats are believed to be important contemporary threats to energy security in Russia. The authors formulated the risk-based approach to support decision-making in the identification of critical facilities in the energy sector in terms of cyber threats. The novelty of the study lies in the development and application of a fractal stratified model of the relationship of risks, energy facilities, and technologies. This author's approach allows one to identify all the hidden relationships of the influence of cyberthreats on energy objects. The results of the proposed approaches are used and supported by an intelligent decision support system.
