Greasing the wheels? The effect of corruption in regulated manufacturing sectors of India

摘要
We investigate whether corruption greases the wheels of bureaucracies and enhances economic performance. Specifically, by taking advantage of variations in the timing of delicensing of three-digit manufacturing sectors in India and differences in the extent of corruption across regional states in India, we examine whether corruption has positive effects in regulated manufacturing sectors but not in unregulated manufacturing sectors. Our estimation results show that the marginal effects of corruption are significantly positive on both gross value added per worker and capital-to-labour ratio in regulated sectors. This result supports the grease the wheels hypothesis. ResumeLa corruption permet-elle de << mettre de l'huile >> dans les rouages des bureaucraties et d'ameliorer les performances economiques? Nous cherchons a mesurer les effets de la corruption dans les secteurs manufacturiers reglementes et non reglementes. Nous prenons pour exemple la suppression des licences dans differents secteurs manufacturiers de plusieurs Etats de l'Inde, et le profit qui peut en etre tire en fonction du moment oU ces licences sont supprimees. Nos resultats montrent que, dans les secteurs reglementes, les effets marginaux de la corruption sur la valeur ajoutee brute par travailleur comme sur le rapport capital-travail sont significativement positifs. Ces resultats accreditent l'hypothese de << l'huile dans les rouages >>.
