摘要：

The article firstly reviews the relativity of human resource and economic development in theory, then illuminates the importance of human resource to a country from historical experiences and then point out there is a extraordinary gap between the severe human resources situation and the demand of our national development, target, finally the article proposes to establish the national human resources development system from the national strategic overview point.
