Strategic technical management of housing stock: lessons from Dutch housing associations

摘要
Housing associations can perform maintenance and improvement in a professional, client-centred and sustainable manner by deriving the technical management from the strategic stock policy. However, utility and maintenance performance levels of housing complexes can be adjusted to suit the target user groups. The implementation of mutable performance levels in planned maintenance requires the standardization of conditions, performance loss and defects of maintenance cost components. By adopting a condition-dependent approach to maintenance, housing associations can exercise control over the desired maintenance performance levels and costs. Pilot studies were carried out by five Dutch housing associations to model the strategic technical management process.
