摘要：

Reconfiguration is a basic character of intelligent systems, which have focused more and more attentions. This article introduced the concept of reconfiguration of urban emergency management information system. It also discussed the importance and necessity of the development of reconfigurable emergency management information system. The suggestions about system design and development are also given in this paper.
