摘要
The soft power. to enhance the small city which is an important way to achieve sustainable development, which is the important aspect to enhance the overall competitiveness. Innovation management is an important path to enhance the city's soft power, for the underdeveloped small and medium cities catch the actual development needs in order to increase its soft power as the core research. First take Hengshui city for example, respectively, from the government's management and service functions, innovation capacity of small cities and research institutes, universities cooperation, focusing on scientific evaluation system and other four aspects of underdeveloped areas, analysis a number of problems or actual situation of small cities soft power, putting forward underdeveloped small cities soft power management and construction advice.
