摘要：

Software requirements are the first order of business and take place before design, cost estimation, planning, or programming. Meeting these requirements is complicated and certain straightforward criteria should be met. These complications include `I'll know it when i see it' (IKIWISI) users, common off-the-shelf (COTS) components, and rapid change in information technology. It is shown how to solve these complications.
