Study on Decision-Making Foundation of Large-Scale Evacuation via City Emergency

Decision-making foundation of large-scale evacuation is a core research issue in emergency management. By analysis of decision-relevant problems to large-scale emergency evacuation in circumstances possibly concomitant complex disasters, it sums up that a successful evacuation decision-making must rely on advanced information collection and analysis systems, active participation, a scientific and rational decision-making institution, excellent personal quality of a decision-maker, and so on. A general decision-making institution and its operating mechanism of large-scale evacuation via city emergency are tentatively proposed.
