摘要
The paper's goal is to discuss the role of methodology for system development. The paper submits the methodology based on Spiral Model of Life Cycle for, complex automated system. Practical application of that Life Cycle Model allowed to prove that effectiveness of information systems in many respects depends on methodology chosen for system development. Also it depends how the structure, management, business processes, data exchange and decision making procedures correspond to the main goal and tasks of organization. The case study presented in this paper demonstrates the peculiarities of automated system for registration of rights on immovable property in Kyrgyz Republic and specific conditions of development process. The authors focus their attention on the initial phases of system development cycle such as analysis and design which are considered as most important phases and have big influence on the next Life Cycle steps. First of all, it is essential to understand clearly what should be done, which functions should be automated and how it should be done, what kind of technology should be used for implementation. Also it should be described and documented very well at those initial stages. In this regard the paper discusses the results of applying system approach and structured analysis methods both for investigation of business processes and for making logical models.
