摘要
Man-caused Or natural disasters have become one of major problems modem governments have to seriously face and deal with. Many developed high-technologies, especially the information id communication technology, have made it possible for governments to prevent, handle and reduce disasters effectively and efficiently, reducing cost in disaster management at the same time. Therefore, or the purpose of efficient reaction during disasters and recovery after disasters, governments should alize their new roles, set up the disaster management information system (DMIS) that can be used in jiding and dealing with these disasters or emergencies. This paper first analyzes roles modem wernments play in disaster management, especially in the information era; then further discusses quirements in the process of operation of disaster management and technological support; finally ised on these, suggests a framework of DMIS, reducing or alleviating loss in disasters.
