摘要：

Tiger Lake Reservoir in Huzhou city has adopted BOT in its financing and construction by introducing private investment to make up insufficiency of government investment for infrastructure. This paper comprehensively elaborates Tiger Lake Reservoir BOT from project progress, project financing, project franchising, project policies treating, the raw water supply, project regulation, and so on. Some experiences are summed up and a number of issues which need to perfect are discussed: raw water price adjustment, project functional definition and reasonable assurance of the government.
