Management of international technical assistance projects - Approaches, practice, experience

摘要
Paper considers the basic questions of setting up and carrying out of the technical assistance international projects. Challenges, typical problems, organizational peculiarities, "international and national bureaucracy" and procedures of performance of projects of technical assistance are analyzed. The special attention is given to art and techniques of how to make results of these projects valuable for " beneficiaries", to specific methods of management such projects, in particular to application of such approaches of Project Management as; system analysis; strategic analysis ( vision/mission/goals/ strategies/ actions definition); stakeholders management ( interests/roles/responsibilities definition); project life circle for technical assistance projects ( project stages); typical project organization ( staff and experts); leadership ( authority, motivation and styles); planning, decision making, reporting, control, feedback and corrective actions and other processes and procedures of these projects. Considerations on project management in an EU-Russia partnership program ( former TACIS-Technical Assistance to CIS-countries), its difference from the classical rules of Project Management are based on author's personal experience during 2005-2006 as a Deputy Team Leader in very successful Russia's Land and Property Policy Reform project, funded by EU. The success of a technical assistance projects depends on the sustainability of its deliverables, outputs and outcomes. Sustainability concerns one of the most fundamental questions for technical cooperation: will the benefits and results achieved through the project be maintained and enhanced by the ultimate end-users and their community, based on their own commitment and resources, after the termination of the external assistance? The question entails a complex analysis of aspects.related to this broad concept, including the acceptability and use to be made of project outputs and results by the intended groups targeted their capacity to maintain the results, and the institutional and policy environments to enable them to do so. In general terms the decisive issue is "can the institution supported by the project( the " beneficiary") continue to work and to deliver the results without the provided support for a long time?" Or "can the results of the technical cooperation continue to yield an economic benefit after the technical cooperation is withdrawn" The paper addressed to all whop dealing with the management of such technical assistance projects realized in turbulent complex dynamic environment with involvement of many stakeholders which are often have very different approaches to these projects ( from interpretation of its strategic goals and main results to business culture).
