摘要
Among the variety of characteristics of an ideal public administration, bureaucracy is an important component that provides an arbitrary behavior and decision-making is based on fairness. Bureaucracy is own to any democracy, which differs only in degree that it occurs, must being avoided exaggeration which would result in the instauration of an antidemocratic regime. Bureaucracy does not involve incompetent people in particular - who are much harder removed from their position from public administration than would have worked in private - it limits initiatives of competent people, who have through promotion standardization and by eliminating the initiative. Recommendations refer to forms of recruitment, especially in terms of a system that is in transition and the emergence of a new ethos, extensions of the company model, which are most appropriate for office, and elimination or diminution of the structure in "class" of public administration.
