Investigation of the costs, benefits and funding models for two bundles of cooperative intelligent transport system services

Cooperative Intelligent Transport Systems (C-ITS) which rely on vehicle-to-infrastructure communications have the potential to tackle important road transport issues, such as safety and pollution. Since the funding necessary for deployment of C-ITS services is substantial, a clear understanding of likely costs, benefits and business models is necessary before investment decisions can be made. This study describes a tool developed to assist National Road Authorities (NRA) considering deployment of C-ITS. A series of investment and deployment scenarios for the English National Road Network are also developed as case studies, where the analysis identifies key factors in achieving an acceptable balance between expenditure and benefits. Findings reveal that investment costs are likely to be higher than the monetised benefits; however, the most expensive solutions are typically also the most effective ones. The financial role of the NRA (or their Road Operator) is particularly influential in the business case for deployment of new communications infrastructure and for promoting C-ITS service uptake.
