摘要
The statistical analyses of questionnaires indicate that the human resource (HR) of enterprises in China experiences risks in the following aspects: insufficient HR organizations, underdeveloped HR, striking issues on personnel management and low-efficiency inspiring mechanism, incompetent management skills of managers and executives, as well as increasingly severe brain drain. All the abovementioned reflects signs of crisis in human resource management (HRM). In this study, the principle on building forewarning management system of HR is stated. The forewarning index system is established based on three models and the operating process of the system is discussed. The study is to promote the realization of effective functions and concentrated operations in enterprise systems.
