摘要
Patent Statistics grows in a non-rate between patent applications and grants, and the non-proportional has an accumulation effect. The related research shows that in case of the data growth with a rate form, the growth rate of accumulation growth has the equivalency to that of non-accumulation growth; the growth of patent applications and grants has a self-similar or fractal feature, the Lotka index a and the fractal dimension Ds have the same explanatory power. The size of the patent "Rate of Applications to Grants" is a statistical indicator for data analysis, which reflects the transition of one nation's innovation activities and patent systems to some extent.
