This article discusses the development of Zhejiang University's Zhairuoshan Island Experimental Research Observatory (ZERO). The authors discuss its background, network structure, components, sea trials, and future plans. The authors predict that ZERO will have an important influence as a collaborative center for scientists, engineers, and the public. © 2001-2011 IEEE.
