The general objective of this research was to propose strategic guidelines for the digital divide of computer tools 2.0 among users of the private clinics in the municipality of Fonseca (La Guajira). This research is supported by the theoretical contributions of Cabero (2004 and 2015), James (2010), Rodriguez, D. A., Brisson, E. M. & Estupinan, N (2009), among others. The type of research is descriptive, under a non-experimental, transactional and field design. The population under study was made up of 172 users of the Private Clinics of the Fonseca-La Guajira municipality. The data collection technique applied was the questionnaire which consisted of thirty-six (36) single-choice items within a Likert-type attitudes scale. As a conclusion, it was obtained that the 2.0 computer tools, among the users of the Private Clinics is moderate, highlighting the environment for sharing resources and social networks, they also access the 2.0 computer tools preferably from public places through smart cell phones using as a means of WIFI connection, using them moderately mainly for leisure and entertainment, dedicating between four (4) and eight (8) hours a day. On the other hand, a proposal was developed to reduce the digital divide between users of Private Clinics. It is recommended to implement the strategic guidelines proposed in this research, such as: planning and putting into practice training programs for users of Private Clinics regarding knowledge, access, and use of IT tools 2.0, facilitating access and promoting their use for health purposes.
