An international look at global navigation satellite systems

The authors report on an invite-only workshop on GNSS held in Banff, Canada. After sketching the background to the development of such systems, they present the workshop's findings and recommendations. It is suggested that multilateral consultations will eventually be needed to secure agreement on various issues and that practical steps be taken to promote understanding of responses to hostile use or unintentional interference. The separation of civil and military positioning services is recommended, but the scope for a private dedicated satellite navigation system is considered low at the moment.
