摘要
Democracy and responsibility are two important issues in crisis management. This paper mainly focuses on the principles, contents and matters needing attention of democracy and responsibility in crisis management. Principles of democracy and responsibility in crisis management mainly include: human-oriented principle; satisfaction principle; efficiency principle. Contents of democracy and responsibility in crisis management involve three layers: democracy and responsibility mechanism construction prior to crisis management; rapid response. and recovery assessment in post-crisis management; social standard awareness construction in crisis management. Matters needing attention of democracy and responsibility in crisis management mainly encompass: double-edged sword effect of administrative power; responsibility and liability exemption standards in crisis management; government reform in crisis management.
