A fast effective scene change detection and adaptive rate control algorithm

摘要
The rate control algorithm of Test Model 5 (TM5) can not handle scene change properly, so visual quality is consequently worsened. In this paper, a fast effective scene changes detection method without much additional computation is proposed and an adaptive rate control algorithm is given, which not only guarantees the buffer not to overflow or underflow, but also compensates the visual degradation at scene change point and keeps consistent visual quality. Simulation results show that this algorithm can effectively improve the visual quality when scene change occurs.
