摘要：

This paper provides an effective and feasible method for performance evaluation on public business administration of local government using Matter-Element analysis model. We establish a performance evaluation model on local government public business administration, in which the local government performance evaluation indexes are devised and the index weights are fixed as well making use of the method of AHP. By taking Changsha city of China as an example, the reliability and practicability of our model are discussed in details from the data of the year of 2005.
