Optimization of Epidemic-logistics Network Considering the Original Emergency Facilities

Location of regional distribution center (RDC) and reasonably allocation of the emergency resource is essential to cope with a highly contagious and rapidly spreading epidemic. In this paper, we modify the classic p-center model for optimizing an epidemic-logistics network by simultaneously considering the emergency response efficiency and cost. We present a multi-objective optimization model with considering that the original RDC does not need to be completely closed. We use a custom NSGA-II algorithm to solve the proposed model. The numerical test indicates our model can provide an economical and effective reference for the emergency rescue of other epidemics.
