Economic Policy and Environmental, an approximation

The purpose of this research is to address the study of economics and economic policies, of the environment, in general, and of water, in particular. Starting from the original idea that, despite encountering a market economy based on the fundamentals of a free market economy, perfect and pure in itself, this does not correspond, exactly, with reality; being able to affirm that, between the main problems that the environmental management must face are those produced by the imperfect behavior, the uncertainty and the lack of information that exists when addressing the environmental study, which generates complications in decision-making, and in the concretion of environmental policies, especially. All this is encruced or complicated when it is necessary to determine, in economic terms -monetary-, the environmental damage and its associated social costs. Especially, if we consider that, external effects, originate outside the market mechanisms. From this perspective, state intervention in the Economy certainly inaccurate, and where market deficiencies gain visibility- becomes essential, through policies that minimize or eliminate "negative externalities" and strengthen the "positive ones" -promoting and creating new economic instruments and market mechanisms-, with the primary objective of protecting, preserving, conserving and regenerating the environment and each of its elements, in particular, a primary resource for existence, such as water.
