摘要：

Given the unprecedented expansion of cross-border organized crime is a need to intensify a strong international collaboration and cooperation, to adopt policies and global strategies to combat these serious threats to humanity, to which should be actively engaged also the states, international and regional organizations, governmental and non-governmental, and social, financial, cultural, media, etc. institutions. We believe that, not just law enforcement cooperation is necessary and sufficient in combating organized crime, but also the comprehensive multinational approach. On this background, security policies and strategies must be fundamental rethought, taking into account the inclusion of new vectors in the equation of national, regional and global security.
