摘要：

Teachers' qualification is designated by the state citizens receive teacher position, worked in the statutory qualifications. During the 1990s, graduates from the Normal can become teachers, but as the era of advance, demand of society to teachers' specialization degree was getting higher and higher. The teacher qualifications in fact "the lifelong system" also more and more exposed some questions. Some countermeasures and Suggestions were put forward from the teachers' qualification existing problems, "system of" the shortcomings, domestic and international comparison.
