摘要
The incompleteness of PPP contracts provides opportunities for the public and private partners to cooperate again in the consultative phase, and then both sides in the contract can get the cooperative surplus from the cooperation on the unclear defined matters by the initial contract. For the interest allocation of this part, an incomplete information game model is formed on this basis, the analysis of the factors in the allocation, it comes out that the type of the player and the patience have the more significant impact on the final result.
