摘要
The public sector salaries in general, but especially in the civil administration has been and will be a topical issue, highly controversial, and with a permanent presence in the media. This is justified by the principle of transparency in public spending, the civil servants salaries being paid by state and local budgets in each contributing citizen by paying tares on properties it owns or fees for services requested and provided by public institutions.
