Within the historical Constitutions, it is relevant to highlight those aspects that were novel in each of them and that marked their mark on the current text. A review of the theory of political representation based on fundamental rights leads us to the republican text of 1931, as a promoter of the mechanisms of direct political participation. Thus, we will start from the 1929 Draft Project and will investigate the parliamentary debates that preceded the 1978 Constitution regarding the Cortes system and the consecration of the institutions of semi direct democracy. Among the similarities between the 1931 Constitution and the current one, in both cases they are constitutions that are born after long periods without freedoms, and both try to be a manual that teaches citizens what their rights and freedoms are. Likewise, both texts implement instruments of semi-direct democracy in a fundamentally representative system.
